Statistics Poland is a government administration office serving the President of Statistics Poland and in accordance with Article 9 of the Act on Public Finance of 27th August 2009 (Journal of Laws of 2023, item 1270, as amended) belongs to the public finance sector. Incomes and expenses of public finance sector units are included in the National Budget, which is enacted annually by Polish parliament in form of the National Budget Act for a period of one calendar year.

In accordance with the Regulation of the Minister of Finance of 4th December 2009 on the classification of budget parts and the determination of their holders (Journal of Laws of 2023, item 2201), Statistics Poland is the 58th part of the National Budget.

Budgetary incomes and expenses are grouped according to a consistent budgetary classification determined by the Regulation of the Minister of Finance of 2nd March 2010 on the Detailed Classification of Incomes, Expenses, Revenues and Expenditures as well as Funds from Foreign Resources ((Journal of Laws of 2022, item 513, as amended).

The holder of 58th part of the National Budget is the President of Statistics Poland. He is responsible for the entire financial economy, exercises supervision and control over the financial economy of the organisational units subordinate to him.

The Civil Service Director of Statistics Poland, the directors of statistical offices as well as the Centre for Statistical Informatics, the Statistical Publishing Establishment and the Central Statistical Library are, under the authority of the President of Statistics Poland, the holders of the third-degree of budgetary appropriations of Statistics Poland.

Within the 58th part of the National Budget, statutory activities are carried out by budget units – third-degree holders:

  • Statistics Poland (division 750 - Public Administration, division 752 - National Defence),
  • 16 statistical offices (division 150 - Industrial processing, division 750 - Public administration),
  • Statistical Computing Centre (division 720 - Informatics, division 750 - Public Administration),
  • Statistical Publishing Establishment (division 150 - Industrial Processing, division 750 - Public Administration),
  • Central Statistical Library  (division 750 - Public Administration).

Budgetary units of official statistics conduct financial management according to the principles specified
in the Act of 27th August 2009 on public finance (Journal of Laws of 2023, item 1270, as amended). The expenses of the budget units is entirely covered by the budget, and the collected income is treated as budget income and paid to the National Budget income account.

The property of Statistics Poland, including the buildings put into permanent management, is the property of the State Treasury.
