Quality in statistics

The mission of the Polish Official Statistics is to provide plausible, reliable, independent, and high quality statistical information about the state and  the ongoing changes in the society, in its economy, and in its natural environment which meet the needs of domestic and international users.

Strategic and operational purposes  resulting from  carrying out of the  above- mentioned  mission  create the quality policy in the official statistics.

The quality policy is based on continuous improvement of statistical processes in order to better  satisfy the users’ needs, reduce respondents’ burden and to  diminish the costs of statistical  production.

Activities focused on quality improvements are in line with  the following International and European standards:

  • Fundamental Principles of Official Statistics 
  • European Statistics Code of Practice
  • Quality Assurance Framework QAF (It is currently in the process of updating resulting from the revision of European Statistics Code of Practice)
  • Regulation (EC) No 223/2009 of the European Parliament and of the Council of 11 March 2009 on European statistics (amended on May 2015 - a link to the amendment)

The quality policy of Polish Official Statistics and the standard tools for measuring, assessing and monitoring the quality of statistical surveys are presented in  the study  Vademecum of Quality in official statistics.

The Vademecum is recommended to be applied by Other National Authorities (ONAs) producing European statistics in order to provide data of high quality.


The law of 29 June 1995 on  Official Statistics is recognized by Statistics Poland as  Polish Commitment on Confidence in Statistics.


The  peer review  took place in Statistics Poland from 23 to 27 February 2015.

As the result of the peer review two reports were elaborated:

  1. Peer Review Report on compliance with the Code of Practice and the coordination role of the national statistical institute

The document is available on both Statistics Poland and Eurostat websites, the latter also contains reports for other EU and European Economic Area member states. The report concerning Poland includes 17 recommendations aimed at improving the implementation of the principles of the European Statistics Code of Practice into the Polish statistical system.

In response to the auditors' recommendations Statistics Poland has developed an improvement action plan along with the proposed deadlines for its implementation.

According to the approved procedure  Eurostat  annually conducts monitoring of implementation of improvement actions following  peer review in European Union member states. Progress report on the improvement actions carried out in Statistics Poland in response to recommendations  is  submitted to Eurostat in the form of “Improvement actions peer review-final”  document.
