President of the Central Statistical Office
is the central agency of government administration responsible for statistical matters, performing his duties with assistance from official statistics services.
Responsibilities of President of CSO include (article 25 point 1 of the Law on official statistics):
- recognising the demand for statistical information and analyses and preparation on this basis draft statistical survey programs of official statistics and submitting them to the Statistical Council,
- organisation and conduct of statistical surveys and determination of their methodology,
- collecting, gathering and generalising statistical data and their analysis,
- annual preparation and publication of the National Health Account in the “Monitor Polski”, Official Journal of the Republic of Poland,
- conduct of all kinds of censuses,
- storage of statistical data,
- generalisation of classification standards, nomenclatures and definitions on major categories, determination of mutual relations between them, as well as their interpretation,
- providing access and dissemination of statistical information including major figures and indicators,
- preparation and presentation of demographic forecasts, as well as economic and social statistical forecasts,
- presentation of the statistical information to the President, the Parliament (Sejm and Senate), state administration agencies, the Supreme Chamber of Control (NIK), the National Bank of Poland, units of local authorities and other governmental institutions, in scope, dates and forms specified in the statistical surveys program,
- running national official registers: the business register and the register of territorial division of the country,
- conduct of statistical surveys and analyses resulting from the international obligations assumed by the Republic of Poland,
- conduct of statistical international comparisons and presentation of their results,
- fulfilment of obligation to submit statistical data to international organisations assumed by the Republic of Poland,
- co-operation with specialised in statistics international and regional organisations, as well as agencies and offices in other countries,
- conduct of research and development activities in the field of statistical surveys methodology, classification standards and use of mathematical and computing methods in statistics,
- conduct of training courses and knowledge refinement in the field of statistics,
- promotion of knowledge on statistics.
